Under the project title “Moving New York Forward”, on May 4th the Governor issued a plan that focuses on getting people back to work and easing social isolation without triggering renewed spread of the virus or overwhelming the hospital system.
New York will reopen on a regional basis as each region meets the criteria necessary to protect public health as businesses reopen. Until further notice New York State remains on PAUSE through May 15.
The 12-point plan begins with meeting CDC Guidelines on a regional basis.
To begin phased reopening, regions must experience a 14-day decline in hospitalizations and deaths on a 3-day rolling average. Regions with few COVID cases cannot exceed 15 new total cases or 5 new deaths on a 3-day rolling average. A region must have fewer than two new COVID patients admitted per 100,000 residents per day.

- Education
The announcement of each phase of the reopening will occur only if each region continues to meet the metric outlined in step 1 of the plan.
