PLANO, Texas (April 26, 2019) – Tyler Technologies, Inc. (NYSE: TYL) has announced its 2019 Tyler Public Sector Excellence Award Winners. Thirty-two local government clients throughout the World were selected as winners from a broad field of applicants after demonstrating their excellence in developing, deploying, or maintaining Tyler solutions within their jurisdictions in original and impactful ways. Greene County Emergency Services was one of 3 publicly recognized agencies at their Annual Conference held in Dallas, Texas from April 7-10, 2019.

Tyler’s Excellence Award submissions, accepted from October 9, 2018, through January 7, 2019, were evaluated by a panel of Tyler leadership and judged on business value, maturity, innovation, and relevance to other public sector organizations. Additional criteria met by award winners included:

  • Creating a unique process using a Tyler application or service
  • Realizing significant savings after implementing a Tyler solution
  • Increasing staff productivity by implementing a Tyler application or service
  • Empowering employees, citizens, or vendors

Greene County’s Submission

Greene County Emergency Services answers 911 calls in the County for Fire, Police and Medical Emergencies. We dispatch to 27 Volunteer Fire Companies, 12 EMS Agencies and Seven Police Departments with 14 full-time and 2 part-time Dispatchers. Being in a rural area of New York State with a population of about 47,000 people, we have limited resources to utilize in emergency situations which makes what we have now with Tyler so much more important.

In September, Dispatcher Quinlivan took a 911 call from a group of hikers that had travelled up from New Jersey. They entered the trail head as a group of five, but came out as a group of four. The one gentleman that was missing had driven and had the keys. The remaining four people had no idea where they were or the name of the trail head that they were parked at. One of the four that walked out called 911. Despite the dispatcher’s interview we were not able to better identify where they were exactly using our previous CAD Vendor’s mapping application which lacked satellite view and trail overlays.

Dispatcher Kellegher, a Dispatcher and 911 Systems Administrator, placed the Tyler Enterprise CAD on the dispatch floor several weeks before any formal training was scheduled and instructed the dispatchers how to use it, and encouraged them to become familiar with it. Dispatcher Quinlivan had become familiar with the new product so when this situation arose, he opened up the Mapping system, turned on the Department of Environmental Conservation Trail and Trail Head GIS Layer, and within 30 seconds he was able to locate with imagery, where the caller was located.

Had this level of technology not been made available to Greene 911, we would have had no choice but to dispatch resources to the several different trail heads located in the Town of Hunter which would have been a tremendous drain on our local and regional resources. Knowing exactly where the caller was located, Greene 911 dispatched appropriate resources to the trail head, and First Responders were able to walk the injured hiker out with no further difficulties.

What was unique about this situation was that Greene County Emergency Services was able to utilize the new Mapping service with the Tyler Enterprise CAD without any formal training to do so, as well as the dispatcher’s willingness to try a new technology to locate a missing person. This has been a multi-year design and implementation project with extensive assistance from the county’s real property department and their GIS specialists.

These perceptive moments largely go unnoticed by the general public and responders alike. This all happens behinds the scenes, but through the commitment from the county legislators, the public safety committee and the county administrator, these new technologies are protecting the residents and visitors of Greene County.
